Sub groups


Bracknell Forest and Windsor & Maidenhead Safeguarding Adults Board (SAB) is supported in its work by a number of subgroups with each operating to terms of and reference and an agreed work plan which focuses on the delivery of the strategic objectives and priorities. Short term task and finish groups may also be set up to focus on the implementation of specific objectives or projects. The Safeguarding Adult Board has the following four subgroups:

  1. Safeguarding Adults Review
  2. Quality Assurance
  3. Learning and Development (East Berkshire)
  4. Policy and Procedures (Pan Berkshire)

Safeguarding Adults Review Subgroup:

The purpose of this subgroup is to consider all requests for Safeguarding Adults Reviews and then if necessary to commission reviews, manage and monitor the reviews, keep the board informed of any reviews and to make sure that any action plans from reviews are completed. The SAR Subgroup meets quarterly

Quality Assurance Subgroup:

This sub group is developing a framework which ensures there are effective and accountable safeguarding adults’ quality performance indicators and monitoring systems in place. It produces regular reports to the Board which ensures that a consistent approach and good quality of safeguarding provision is maintained across all partner organisations. It will also enable the Board to consider trends in safeguarding activity and how to respond. It is supported by a QA working party group. The QA group meets quarterly.

Learning and Development Subgroup:

BF and W & M SAB has joined with Slough SAB to create an East Berkshire Learning and Development Group.  It provides a multi-agency perspective of safeguarding adults’ training, learning and development needs, and ensures lessons are learnt and used to inform policy or procedures.

Policy and Procedures Subgroup:

This is a pan-Berkshire subgroup and has been established to ensure that local standards, policies and procedures are in place in relation to safeguarding adults in vulnerable situations. These will reflect national standards, regulations, guidance and case law and will apply to all statutory agencies across Berkshire.

Communication, Engagement and Prevention:

The purpose of this group is threefold: 

  • To develop, implement, monitor and evaluate the SAB communications and engagement strategy and work plan to ensure effective communication, raising awareness of safeguarding adults at risk, and engaging and involving partners, service users and carers in the work of the Board. 
  • To develop, implement, monitor and evaluate the SAB prevention strategy and work plan aimed at providing an overarching framework for the prevention and early intervention in safeguarding.
  • To promote individual partner organisations’ safeguarding-related prevention and awareness campaigns, and facilitate joint partner participation in local and national campaigns as appropriate through promotion of a calendar of events.

Making Safeguarding Personal

Making Safeguarding Personal is at the heart of the work of the SAB and all safeguarding practice. It involves an outcome focussed, person centred approach to safeguarding adults.  It arose following feedback from people who had used safeguarding services which suggested that people felt driven by a process and felt out of control. It is a personalised approach that enables safeguarding to be done with, not to, people.
